Secretary Hughes on April 1 proposed arbitration before the Permanent Court at The Hague to adjust Norway United States warship requisition claims. A Norwegian commission was en route to Washington to seek settlement.
Captain Frederick R. Williams, a former Army officer who escaped from Governor's Island in 1919 after a court martial sentence, was arrested by Justice Department agents in a downtown Columbus hotel and transferred to Columbus barracks. He was found guilty of alleged fraud in army contracts.
In Chicago on April 5 the labor board wrapped cross examinations of two railroad presidents. W. G. Besler of the Central Railroad of New Jersey and H. B. Byram of the Chicago Milwaukee and St. Paul said rules negotiated by each road with its own employees are desirable. Frank McManamy of the federal railroad administration is to testify next to describe government involvement in national agreements.
Judge C A Wood of the U S district court of appeals told the grand jury in Huntington on April 1 that violations of federal liquor laws amount to a revolution of sorts. He urged strict enforcement despite widespread local complicity where residents buy from illicit traffickers. J A Garner named grand jury foreman.
Rene Viviani the French envoy extraordinary to the United States dined with President Harding and other officials at the White House. The gathering included Ambassador Jusserand and Madame and numerous lawmakers. Viviani stressed he has not abandoned peace talks and aims to present France’s cause to American public opinion while maintaining his limited mission.
Pittsburg April 51. K H Grim vice president of the American Federation of Railroad Workers, at a conference with the Pennsylvania Railroad managers' committee, rejected the proposed wage cut due to the high cost of living and stated it could not be accepted.
The Dawes commission in Washington endorsed consolidating all veterans relief programs into a single central authority under a new executive head. Leaders from the surgeon general, war risk bureau, public health service, and vocational rehabilitation supported centralization, while concerns about health safeguards were raised. The aim is rapid action to improve aid for sick, disabled, and financially needy ex service members.
Constantinople reports say Turkish Nationalists push toward Ismid while Greeks defend. Brusa is threatened as Greek retreat leads to village burnings and Turkish reprisals feared. Allies consider using fleets to shield Mudania and Ismid amid unsettled armistice talks.
Vienna April 5. Former Emperor Charles left Steinamanger for Fehring to board the Austrian train to Switzerland. He entered his compartment at 2 46 pm and the train departed Fehring at 4 30 pm. He is expected to reach the Swiss frontier early Wednesday as tensions ease in Vienna after his exile begins. The visit prompted resignations of War Minister Mueller and Interior Minister Glaz over a Volkewehr guard.
Directora announces a further 17 per ton reduction on newsprint to publishers. Combined with an 8 per ton cut on January 1, the price drops from 138 to 113 per ton for the next three months ending in July, under contract terms.

Chicago April 5 three of the alleged gamblers indicted in State's Attorney Crowe's new investigation to day advised the state's attorney they are ready to waive extradition proceedings and stand trials The three men Louis and Ben Levi brothers and David Zelser through their attorney denied the charges against them.
In Charleston West Virginia on April 5 a scheduled ten round bout between Carl Morris of Oklahoma and Sailor Carroll of Philadelphia was halted by the referee after Carroll absorbed a severe beating in the first round. Carroll had replaced Sergeant Ray Smith who injured his hand in New York last week.
In Charleston WV on April 6 the Harmer marriage license bill, defeated by one vote in the Senate, was reconsidered and passed 16 to 10 after Senator Shinn switched positions. Delegates reportedly favor passage as well. The measure enforces a twenty day gap after sworn license applications before issuance, dropping the health certificate clause. The water power bill 86 was amended repeatedly in the House and made a special order for 2:30 PM tomorrow with extensive sectional revisions.
Washington April 6. A conference of the United States Chamber of Commerce committee and Secretary Hoover discussed elaboration of a plan for an advisory council to the commerce department. The group will include industrial representatives and later the American Federation of Labor and agricultural interests. It aims to aid cooperation between business and government for trade revival.
Russell Randall of Steubenville Ohio suffered severe leg injuries when he was struck by a Baltimore and Ohio train and crawled to the Ohio River road above Huntington West Virginia. He was unable to secure aid from passing motorists until an ambulance arrived and he underwent amputation with doctors predicting recovery.
A Russian man dubbed the executioner of Odessa was arrested at Pegli near here for alleged ties to the Odessa revolutionary government and involvement in the recent uprisings in Tuscany. He was detained along with other Russians.
Washington reports indicate President Harding has not used official influence to back an early peace with Germany. He may delay a definite program, leaning toward skeptical use of the Versailles covenant, and stresses careful deliberation before any peace declaration in the looming special session. Some advisers hint a delay could aid American aims in a broader peace concert.
