Washington March 31 The house voted 247 to 161 to repeal the Panama canal tolls exemption for American vessels. The vote followed a dramatic day with Speaker Clark and others opposing the president before a packed chamber. Senate battle expected.
The speaker began with a formal address but soon returned to his familiar oratorical style, delivering sweeping jests as he hammered home his points. He praised President Wilson’s patriotic motives amid applause from Republicans and Progressives.
Washington March. The Interstate Commerce Commission agreed to devote days to hearing final statements on eastern railroads rate increases. Rail executives Willard of the Baltimore and Ohio and Delano of the Wabash urged action to ease the crisis they say afflicts the industry and the nation. They claimed railroads earned no returns on heavy investments over the past four years.
Rebel officers in Chihuahua report optimism about Torreon fighting but say official reports are lacking as General Villa faces stubborn resistance. Telegraph office accepts telegrams to Gomez Palacio care of General Villa, but none to newspaper men have received replies yet.
Birrkingham, Ala., March 31. Judge William Richardson, longtime representative of Alabama’s eighth district, died today in Atlantic City, N J after years of poor health. A Huntsville Democrat, he served in the Confederate Army and held multiple Alabama offices from 1865 onward. He was a delegate to the 1904 Democratic National Convention and served in the fifty sixth through sixty second Congresses. He was renominated in a primary, winning every county in the district.
Governor Hatfield ordered Virginia authorities to extradite Carles Thomas alias Petersburg from Virginia to McDowell County West Virginia on a murder charge. W. W. Phaup of Bluefield named as agent to secure the fugitive's return.
Twelve tug and steam lighter crews serving the Baltimore and Ohio railroad in New York harbor walked out for shorter working hours. A meeting last night indicated demands would go to headquarters, but the railroad’s current financial condition cast doubt on a favorable outcome.
Investigation by the bureau of corporations has begun to determine if the sugar beet industry suffered from the new tariff. Officials are in Ohio Michigan Colorado and the Rocky Mountain states and expect to conclude in about two weeks. Secretary Redfield and Commissioner Davies direct the probe to establish profitability of the industry in the United States.
Roanoke Va March 31 President Johnson of the Norfolk and Western Railway Company announced a retrenchment policy to reduce expenses. All shop work paused since March 31 as part of ongoing reductions since July 1 1913. Passenger service will be kept while track and equipment are not allowed to depreciate. Net earnings have fallen substantially though gross earnings rose. about eight thousand men have been laid off with further cuts anticipated if business does not improve.
Washington March 31 Special Congressman Neely of Fairmont was the only West Virginian in the house to back President Wilson in the tolls fight and vote for repeal of the bill exempting American vessels from tolls in the Panama canal. Avis Moss Sutherland Brown voted against repeal. Hughes voted present but would have opposed if paired with Mr. Taylor of Alabama.
Governor Hatfield said he would try to unite striking miners and their employers in Colliers to settle the strike after receiving a staff report. He noted the federal court has jurisdiction and he can only urge an agreement among the contending parties.
New York reports a revived rumor that Theodore Roosevelt faced some mishap in Brazil but the colonel's office dismissed it. A Peru dispatch claimed concern for his safety, yet officials noted telegraphic delays and tied the rumor to the March 13 canoe overturning incident.
The Senate met at noon and adjourned to noon Wednesday while considering miscellaneous bills. The House passed a canal tolls exemption repeal 248 to 162 and adopted conference reports on the urgent deficiency bill, while sending others to conference. Representative Puderwood announced the death of Representative William Richardson of Alabama in Atlantic City. the House adopted a sympathy resolution.
In Santa Fe New Mexico March 31 a mob of twenty masked men pulled Adolfo Padilla from the city jail after overpowering the jailer. They stabbed him repeatedly likely to kill him before dispersing. Relatives found his wife dying at her mother’s home with throat slashed and wrists cut last Saturday.
Governor Hatfield has been invited by the Republican national committee and Maine congressional delegation to address the Maine state convention in Augusta on April 9. He has not announced whether he will accept the invitation.
Cleveland, March 31. With few exceptions every coal mine in Ohio closed for an indefinite period as operators suspend work after a state law shifting to mine run pay. About 50,600 miners lose employment while Indiana and Pennsylvania pay by the screen. Operators fear competition under the new basis.
John T. Ruslow, charged with felonious assault, escaped the Kanawha county jail two hours after being extradited from Ohio. He remains at large as authorities search for him.

Dublin reports the death of Timothy Daniel Sullivan, noted Irish patriot, journalist, and author of God Save Ireland, who passed away today at the age of eighty seven.
Former U S Senator Nathan B. Scott, longtime Wheeling resident, renounces West Virginia citizenship. In a letter to the county assessor he requests no personal property assessment in Wheeling this year as he now resides in Washington. Scott served two Senate terms and was commissioner of internal revenue under Harding. He also led as West Virginia Republican committeeman from 1888 to 1912.
Three men were killed and one seriously injured in Roane county oil field blasts. Clark McLaine and Edward Merrill were blown to pieces when a nitroglycerine explosion occurred, William Norris suffered serious injuries, and Oliver Norman of South Bend Oil Company was killed by a high pressure gas line rupture.
Charleston March 31 E Graham Wilson the Charles Town farmer once sentenced to fourteen years for an alleged attack on Miss Kate Turner received a fresh review from the state supreme court of appeals today. The high court decided to reopen the case last January and acted again this day.
Testimony at Albany proceeding shows that under current conditions coal remains the preferred fuel for railroads in this region. The New York Central asked the Public Service Commission for authority to use an alternative fuel.

Henry C. Jackson, 66, a descendant of President Andrew Jackson and noted Tennessee figure, died March 31 in Jonesboro after a paralytic stroke. He leaves his sister, Mrs. Murphy of Jonesboro, as his heir. his death is mourned across the state.
Sacramento reports the trial of General Charles Kelly, once a leader of the unemployed army that set out from San Francisco aiming for Washington. He faces vagrancy charges as jurors are picked. Kelly's group has dwindled from 150 men to 25 at Liberty City, with straying members arrested for fragrancy.
Baltimore Md March 31 sever hundred ministers and lay delegates from Maryland Delaware the tract of Columbia and Virginia Pennsylvania and Vereipge assembled for the annual session of the Baltimore Conference Methodist Church. The proceedings opened with the Epworth anniversary and the conference proper will begin tomorrow morning with Bishop Joseph F. presiding.
