In late October 27 dispatches Secretary Al ger briefed the cabinet on evacuating Cuba and setting up camp sites for American troops. Colonel Hecker supplied most of the data. The administration reportedly decided to dispose of fixed property and extend evacuation deadlines. U.S. to assume control of provincial governments as evacuations proceed.
Louis Wickmann of Atlas Steamship says the survey of the Nicaragua canal route is finished under the old Nicaragua Canal Association grant Sea to Maritime Canal company. He notes engineers return home and cites a presidential commission decision that the grant remains valid until October 20, 1899.
Paris October 27 The American peace commission held a long afternoon session focused on the Philippine question. They discussed policy and are believed to have full authority to act in the United States interests, with no relation to the Cuban debt.

Keokuk Post No 513 AR urges President McKinley to remove Pension Commissioner Clay Evans alleging delay and bias against medical evidence. The complaint cites comrades Vaughan Quicksell Scott and Wilson. Also reports lumber and cacao activity and roguing operations near Borreenor Wik with up to 1,000 workers planned for next winter.
Crisis in Paris as M. Brisson's ministry resigns following a chaotic session of the Chamber of Deputies. General Chaonrine resigned as minister of war after a deputy attack, a confidence vote failed 296 to 274, anti Semitic mobs attacked Jewish shops, and police struggled to disperse crowds amid palace disturbances. President Faure was apprised as Brisson met with him at the Elysee.
London reports October 27 that Portsmouth ships and reserve flotillas were ordered to prepare for immediate mobilization. Eight additional warships began coaling, with working parties on reserve vessels. Admiralty sought tenders from Clyde shipbuilders for four new first class cruisers and destroyers.

Mees Important One. After a three week session the Episcopal triennial council of 1898 ended with a wide range of business. A complete constitutional revision and canon amendments were adopted. The new constitution must be ratified at the 1901 convention. Six missionary bishops were elected including one for Brazil. Discussion covered church work in Cuba, Porto Rico and the Philippines. The proposed marriage and divorce canon was referred to a committee for nine months.
At a Chicago meeting of presidents of route operators between Chicago and St Paul, measures were adopted to remove causes of disturbance at St Paul and to secure stricter maintenance of tariff rates. The British warships Pallas and Talbot arrived from Bermuda. General Lord William Seymour, commander of troops in British North America, will return from Ottawa at once due to unusual military and naval activity.
Water Minn Oct 27 Indians report Bug Ah Ma Ges hig and his son fled to Lake of the Woods after a deputy marshal was alerted by Billy Aspinwall, a halfbreed clerk at the agency. L W Chase of Pamededa hotel will help locate them as remaining Indians seek government detentions and await orders from Marshal O Connor.
Acting Attorney General John Richards issued an opinion on the Chinese in the Hawaiian Islands, holding that U S exclusion laws and treaty provisions for departure and return apply to Chinese persons seeking admission to Hawaii or planning to depart and later return, including registered laborers.
Reports say Joseph Shepard a full blood Sioux Indian resident of Dry Wood Lake was found dead in an alley behind Doyle's butcher shop with foul play suspected. Government payments to Indians and a possible robbery over pay are noted. also Chicago nomince Labeliss, Brunswick hotel manager, is said to have died by self-inflicted gunshot. Devonsed leaves a wife.
A severe October storm battered Wisconsin Iowa and Illinois with heavy snow and cold rain. Telegraph and telephone service and streetcars were disrupted while Lake Superior vessels sought shelter. No lives reported but widespread wire damage and travel delays across Cedar Rapids Dubuque and La Crosse. A second storm in Des Moines eastern Iowa downed lines with two inches of snow and frigid conditions. In New York a night express train near Susquehanna suffered a fatal crash after an engineer failure, with 200 passengers aboard and the train exiting at high speed.
RosaVilLe Neb Oct 27 A double ceremony united Edwina Warren and Charles J Warren grandson of 87 who planned a second marriage. The elderly grandfather long involved with the family had earlier wed Joathia, and now intends to farm alone again with Ruth Wintz 72 widowed mother of the clan.
George Crawford departed Denver to finalize a sale of 1080 acres of rich mineral land in South Mountain Grand county to an English syndicate. The property includes Milville mines once owned by Bowen with historic gold production and a railroad extension planned to access the mines. Crawford is also near closing deals on Twin Lakes mines with about 500000 in value.
