General Shafter’s sanitary survey finds six yellow fever cases and two suspected, with Santiago filthy and beset by stench and carcasses. Street squalor, looting, and famine persist after two months of siege as American troops enter and meet officials at the palace.
July 21 reports the surrender of Santiago de Cuba to General Shafter. Lieutenant Crook received arms from the arsenal while Toral sent his sword as a gesture of submission. Shafter rode with 600 mounted men to the trenches, met Toral, and accepted the transfer of sovereignty as refugees return to the city. Toral appeared dejected, with Spaniards mostly silent or indoors as Cuban onlookers cheered faintly.
War officials state their decision to return most of Shafter s army from Santiago amid press reports of friction between American and Cuban troops. The situation is viewed as difficult with a dark outlook as Cubans resist modern warfare norms, suggesting ongoing U.S. military governance may be required to fulfill duties to the civilized world.

Madrid correspondent reports Senor Sagasta prefers France's help while Duke Almodovar de Rio backs using Germany to pressure America in the Philippines. Spain aims to exploit Franco-German rivalry to keep the Philippines and avoid war indemnity, with July 2 noted in Loxpoy.
Washington officials indicate no cables from Admiral Dewey about Philippines events. The State Department is believed to have received assurances from Germany through Ambassador White or Berlin officials. This reduces earlier fears that Germany would block U.S. plans in Manila and the Philippines.
Admiral Sampson has final navy orders guiding the U S fleet in Porto Rico operations. Navy support will back land forces with convoys and troop landings while harbor fortifications are targeted. The campaign is army led, with the fleet supplying coastal blockades and ancillary actions.

About 50 percent of returning miners claim fortunes averaging $20 400 each. Miners evade a 10 percent royalty by reporting large quantities selectively. Joaquin Miller among Roanoke passengers notes potential privateer threats reduced gold yield. Most rich miners plan to depart later in the season. shipping the bulk of gold will occur on subsequent sailings.
From Chickamauga several regiments and eight batteries received orders to move to Newport News for embarkation to Porto Rico. Units include Second brigade First division First corps Nourth Pennsylvania Fourth Ohio Third Illinois under Brig Gen Hains, Light Batteries B of Pennsylvania A of Mississippi A of Illinois, Twenty seventh Indiana battery, signal corps Major Glassford, reserve hospital Major Bunith, reserve ambulance Major Boyd. Private John S Hutcheson of the Fourteenth Minnesota died at the regimental hospital from paralysis. His friends sent a purse to Howard Lake Minn for interment.
Severe wind and heavy rain swept Wisconsin July 21 with gusts to 40 mph. Wires down statewide, Marshfield steeple toppled and a mill twisted, Hewitt man killed in a barn collapse, jail roof blown off Marinette, Fond du Lac arches leveled, and widespread crop damage noted across multiple towns.
A Chau tauqua tent seating 3 000 collapsed in a heavy wind and dust storm. All attendees were rescued unharmed. Des Moines Iowa July 21 reports say a wind and rain storm crossed the state bringing down telegraph wires and threatening grain damage while ending a long drought.
A Cannabion Reporter From Several Points notes drownings during bathing in Lake Superior near Oataka beach Minnesota. Dow Palmer Ned Brown drowned as strong winds and high surf prevailed. Additional drownings reported at Gravstone Michigan and Lake Benton Minnesota involving Fred Sudderby William McQuurthy Joseph Estabuugh and Frederick Hatchard and his son. A widow with a large family is left bereaved.
July 21 report from Oasuand Cal states a Cantonese attacker blew up California face works at 200 m killing six deputy sheriffs who sought to arrest him. The dead include Deputy Sheriffs White son of Sheriff White George Woods D O Cameron Constable Gus Koch Harry Cramer J J Lerri. The attacker had fortified himself.
July 21. General Shafter says he will send officers to receive the surrender of garrison by infantry, about 2,000 Spanish soldiers. He will not send forces for the surrender of the coast towns Guantanamo Baracoa and Samoa de Tanamo. Ten thousand stands of arms reported captured at Santiago.
A St Louis firm secured the largest contract ever let by the United States, for 1,000,000 pounds of hay. Delivery expected by mug, with 450 to 500 cars needed for transport. Postmaster Drake seriously injured in a burglary at Rudclit's post office, early warning.
The Spanish steamer Ban Domingo of 5,500 tons was fired on and run ashore near Cape Franco by the auxiliary gunboat Eugle on July 12. Eagle boarded the wreck finding eight guns including a 12 inch. The ship could not be floated and was scuttled after cattle and cargo were set afire. The crew were rescued earlier by another steamer. The San Domingo burned for five days and was totally destroyed.
General Morrigia states transports Rio Janeiro with Otis and two South Dakota battalions will sail Friday for Manila. The St Paul to sail Monday and Scandia on August 1. Camp Merritt to be abandoned and troops moved to Porto Rico. Relief hospital ship to be fitted for Porto Rico expedition and leave New York with wounded. Bryan regiment greeted in Centralia after arrival at 10:30 p.m. July 41. Canadian Pacific rate restoration rumor circulates. no official confirmation.
General Shafter urged the War Department to hasten regiments of immunes for service at Santiago city and vicinity to curb fever risk. Secretary Alger indicated Spain-bound Spanish troops may total about 25,000, Toral’s report not covering all transfers, and the military governor of Santiago awaiting clearance.
