A fragmentary report outlines a partisan split in the Senate amid fusion and holdover dynamics. Republicans and Democrats appear to contest leadership as factional alignments influence committee control and legislative priorities.
Stockholders of the Keely Motor company held the first meeting since inventor John W. Keely's death. Attorney Charles Hill said Keely's secret does not exist in manuscript, but Keely named T. B. Kinnaid of Boston as the one who could carry out his idea. The board of directors will decide the next steps.
In Washington, senators and representatives debated expansion, Teller arguing for broad U S borders including distant territories while Williams opposed the House stance. The Army bill moved to favorable reporting by the Military Committee, with Democrats opposing the recommendation and backing a substitute. Senator Teller defended federal expansion and Philippine self government, while Senator Caffery spoke against the Morgan bill on Nicaragua.
The first speech in the House on annexing the Philippines was by Mrs Williams of Mississippi. She opposed annexation as contrary to our institutions and costly, arguing it would bring 9,000,000 unwilling subjects under U S influence for $140,000,000 annually and fail past territorial terms. The agricultural appropriation bill passed with a modest increase of $187,120.
The House Committee on Military Affairs completed consideration and ordered the army reorganization bill reported to the House. The final vote against the bill was party line with Democrats voting no. A minority report and substitute bill were announced. The substitute would restore a standing army to pre Spanish war levels and authorize 50,000 volunteers for overseas outlying service.
Commissioner Hermann of the general land office announced logging of dead and down timber on the Chippewa Indian reservation in Minnesota will resume this winter but not continue after this year. The decision followed recommendations by Special Agents Parke and Schwarts and several members of Congress.
Western senators including Walcott of Colorado and Spooner of Wisconsin urged Secretary Bliss to stay in the cabinet. Bliss said he would not reconsider and hoped the president would choose a successor soon, as he aims to retire on January first. President McKinley and party returned to Washington late at night from their southern trip.
Ex Queen Liliuokalani protests to the U S Senate against the United States ownership of Hawaiian crown lands amounting to about one million acres. She asserts the lands are her property and denounces the taken without due process or compensation, urging restoration of the property to her and appeal to justice.
The Courriere in Soir reports that the Dreyfus secret dossier was handed to the court of cassation in the afternoon under pledge that it should not be communicated to the defense counsel or to anyone outside the court.
Samuel Gompers was re elected president of the American Federation of Labor by a near unanimous vote in Kansas City. George F McNeill nominated him with Henry Lloyd opposing. The federation raised the per capita tax to five cents a month to fund operations, despite Gompers objections. Other officers mostly re elected. Detroit chosen for next annual meeting.
General Shafter testified before the war investigation committee on the Santiago expedition. He defended decisions on ambulances and wagons, praised doctors, and noted supply challenges. The panel also arranged for General Miles to appear, after his prior reluctance to testify.
Two men stopped Central train No 1 south of Popes Station at 10 40 p m firing shots but failed to break into the express car. They fled without taking anything and no passengers were harmed.

A man known as Big John murdered John Geilickson just across the state line in Inya. He beat Gullickson’s wife into unconsciousness and appeared near dead before a pursuing posse from Dereen closed in. As they closed, the fiend fired a revolver and killed himself.
Odd fragment reports a Nassim, N.P. source describing a two part break, with a forward girl on a reef and the after part sinking into deeper water. Marie Teresi is named as orator in the garbled text. No clear date or location beyond Dec. 23.
A blaze at the home of Charles H. Raymond in Manhattan, built by Malnat Life Insurance, caused three deaths and seven serious injuries. Mrs Victoria Underwood, Harriet Fee, and Mrs Raymond died after jumping from upper floors as flames consumed the basement. Firemen arrived quickly but panic among residents led to casualties.
Shanghai dispatch reports a central powder magazine in Hang Chow harboring the Chinese camp exploded leveling a square mile of houses. About 3,000 soldiers were killed including the general commanding the forces. American and French missions reportedly damaged but no American fatalities.

Dil Hawkins of Pic Vifie slope defeated Kid Me Pharthind in three rounds at the Lenox Athletic club New York with a left jaw knockout. Indictments Returned in Lexington Ky as mayor Simrall and police commissioners charged for Sunday closing lax enforcement. Over 100 saloonkeepers indicted.
Widespread mobilization notes a fleet of ships and aviation assets poised near Havana as US and allied troops prepare to evacuate and assume duriediction. Captain General Cusikinos informs authorities that Havana evacuation may occur on or before January while American officers assume command roles in the North Atlantic station and Cuba operations.

Sims was captured and jailed as Norton's brother leads 1000 men to storm for vengeance. Mob surrounded jail with rifles and shotguns. police scarce. attempt to move Sims blocked.
