Frank Conley 75 longtime Montana state penitentiary warden and former Deer Lodge mayor died in a Butte hospital after a month of ill health. Born February 28 1864 in Havre de Grace Maryland he moved to Montana 1880 working in Miles City before guiding Deer Lodge as warden 1889 to 1924 and serving as mayor multiple terms. He established the penitentiary honor system and ended striped uniforms. active in Masonic lodge for over 50 years.
