Several hundred inmates may qualify though no names are released.
Cable exchanges between President Wilson and the American delegation outline Wilsons return to Paris and an early peace congress with German delegates. Wilson will land at Brest and proceed to Paris while Lloyd George travels to London by March 22.
Washington report: Senator LaFollette leads obstruction in the Senate, blocking a vote on the oil and coal land leasing conference report.
