Foreign killings shift focus to Shanghai unrest
Washington reported the killing of W. W. Mackenzie and wounding of Miss Mary Dinnean by Chinese snipers. The State Department had no records of their nationalities, while Peiping legations were expected to seek action from the central government. Officials doubted a general foreign attack similar to the Boxer rising. Shanghai reported one foreign life for every Chinese life taken.
