The treaty of peace with Spain awaits two approvals the Spanish Cortes and the U S Senate. The Cortes will likely approve to receive the $20 000 000 payment and gain from the spoils while the Senate may resist expansion and the price but many opposing senators may still back ratification. The piece notes risks in both chambers and frames the fate of the Pacific empire as the deciding factor.
The piece argues that ratifying the Spanish treaty requires a two thirds Senate vote but most Americans oppose expansion, yet anti expansionists could back ratification without embracing empire. It asserts the public mood is against expansion and the issue would be settled once and for all by the people. The document ends with a bank affidavit signature from John B. Asbury.
