Chief Justice Theodore Brantly of the state supreme court, returning to Helena from the coast, said in this city that there is no constitutional impediment to fixing profit margins by law to lower living costs. He predicted such legislation would come in Washington and that a reduction in current costs is possible.

Washington Aug 11 Legislation proposes licenses for corporations with assets or capital of 10 000 000 or more active in interstate commerce. The Federal Trade Commission would issue licenses and supervise these firms with power to revoke for illegal combinations or conspiracies restraining trade. Senator Kellogg Republican Minnesota introduces the measure.
President Wilson approves using treasure department secret service detectives to pursue profiteers in response to rising costs. Carter Glass seeks $175,000 in new legislation and House consent, while the Federal Trade Commission requests $500,000 for broader profiteering investigations.

Chicago Aug 18 initial steps in forming a national labor party were taken at a conference of labor organizations from several states. A temporary executive committee will call a November Chicago convention to set a date and draft a constitution and platform. Delegates are predicted to total 2 500 to 3 000 with one delegate per 500 members from 760 central labor bodies. The party aims to represent six million union members and will collaborate with Non Partisan leagues and other groups.
Germany formed two torpedo boat flotillas after the armistice, effectively the remaining active warships. The Iron Torpedo Boat Flotilla, based at Wilhelmshaven, comprises 12 boats with 860 landing troops, numerous patrols on the German coast, and guard duties for Allied food shipments to Czecho-Slovaks.
