Battle Over Police Judge Post In Billings Race
Billings may see a hot fight over the police judge seat as W. E. Downs faces contest after Frank L. Mann, defeated by 13 votes, seeks to challenge the outcome. Mann cites Attorney General L. A. Foot's opinion that a justice of the peace can draw both county and city salaries if paid on a fee basis, potentially affecting who holds the police judge position. The case hinges on whether a salaried justice may also receive police judge pay, with several legal routes suggested to resolve the rights to the salary and office.
