A Lakehurst survey cites 100 plus sailors to handle a blimp versus Goodyear's 15 civilians, long stand by cycles, and civilian rehires while trained enlisted men idle. It details guards, overstaffed shore facilities, and a 24 hour cycle of waiting, with a broader push to question draft quotas and Navy schooling usage.
