Congregate housing for elderly faces slow uptake

In 1963 the Public Housing Administration and HEW backed congregate housing to provide meals and private living spaces without kitchens. Alma Georgia opened a 52-unit project with 40 congregate units and 12 kitchened units, charging residents $45 monthly for three meals. Despite central dining, attracting tenants to kitchenless units proved difficult, while some projects like York House in Philadelphia succeeded. The mismatch between theory and practice highlights ongoing experimentation in elderly housing.
