Shifting U.N. Power From Security Council to General Assembly
The text notes a growing General Assembly influence, a reduced role norm for the Security Council, and a broader executive secretary role. It credits Lie, Hammarskjold, and Thant for change amid Soviet veto opposition, and marks the start of U.N. peacekeeping with 1956 Suez and 1960 Congo missions using small-country units. The big powers fail to agree on a standing force, shelving the idea.
