Debates Stir Controversy in Ford Carter Campaign

In San Francisco the Ford Carter second debate drew sharp exchanges on Eastern Europe the Arab boycott and the Panama Canal Zone. Water Co seeks 27 percent rate hike

The Biddeford and Saco Water Co. filed today with the Public Utilities Commission for a 27 percent across the board increase. President Harry Wooster says the higher rates would raise the minimum quarterly bill from 11.01 to 13.98 dollars, with costs up 50 percent since April 1970. He notes the PUC docket is crowded and hearing date is uncertain.
