Paratroopers Seize Stanleyville Capital in Congo Crisis

Belgian paratroopers swept into Stanleyville and gained virtual control of the rebel capital. About 50 foreign hostages were killed, including Dr Paul Carlson, a U.S. medical missionary from Rolling Hills California. U.S. transport planes delivered troops as Congolese forces and rebels clashed nearby. Refuges reported killings at the airport and in Lumumba Square as the Belgian operation disrupted rebel plans. American consular staff in Stanleyville remained safe, though one was briefly beaten.

Reed Says Major Tax Will Not Be Needed Next Year

Augusta Maine Gov Reed said the legislature would need about 13 million in general fund revenue over the next two years to maintain current services and about 19 million more to fund new or expanded services. He did not expect a major tax increase, urging cuts to the new and current services budgets to balance with small tax increases. He released budget summaries showing 160 million in revenue next biennium vs 156 million now, and departmental requests totaling 173 million versus 151 million. total requests near 192 million, about 32 million more than projected revenue. He warned these are raw figures not yet trimmed and plans to prepare a formal recommendation after hearings. He would not predict tax changes and noted cooperation with a Democratic legislature.
