House Defeats Effort To Junk Railway Tax Relief
AUGUSTA The Maine House defeated a bid to junk a railroad tax relief bill by 124 to 10. The measure would grant excise tax abatements when net income fell below a threshold, costing the state an estimated $700,000 in 1963-65 and $2.1 million per biennium afterward. Rep. Orville Haughn challenged it, arguing equal treatment but criticizing railroads for management and publicity while noting a possible reversal if passenger service returned.

City Receives Erosion Plan For Hills Beach
Harry S. Peridikis of the U S Army Corps of Engineers outlined a Hills Beach erosion plan in Biddeford mayor's office. The proposal calls for widening the beach by three feet over about one mile using 300000 cubic yards of fill and raising the south jetty at the Saco River mouth from three to 16 feet with 9000 tons of stone. The project would cost about 560000 dollars and require local financing, as no federal funds would be available for privately owned beach land under Bill 826. If the area were publicly owned, federal help could cover up to a third. Wave action erodes roughly 60 yards yearly, but the plan would maintain the beach at a cost of 17000 dollars annually, while noting erosion cannot be fully prevented. The beach would widen to 125 feet. Federal jetty funding is unlikely due to navigation needs and lack of larger river vessels.
