BLUE HILL AP Russell Salsbury an 18 year old Harvard bound valedictorian from Penobscot will not deliver a disarmament speech at George Stevens Academy graduation. The principal J Mahlon Niles says the issue is behavior with the board backing. Salsbury says rumors prompted the board to bar him and he seeks to present a draft acceptable to officials. Superintendent Albert L Skidds confirms the restriction as a disciplinary measure.
