New Licensing Law Sought in Old Orchard Beach

Town councilor John Bird, acting as a private citizen, circulates a referendum petition on a revised licensing ordinance. The measure shifts licensing from the council to a licensing officer, allows appeals to the council, and imposes new fees for waste removal and tree work. A February public hearing drew strong business opposition, and action is postponed until fall. Bird contends the plan preserves protections while narrowing privacy concerns and clarifying review officials. He projects only 10 percent of the business community would back the ordinance if put to vote.
