American and North Vietnamese negotiators settled procedural matters for Monday's opening talks in Paris. The atmosphere was described as very good by U S officials.
Sen. Muskie and Rep. Kyros charged the Army with ignoring price in the M16 contract awards. Maremont Corp. of Saco lost to Harrington & Richardson and GM’s Hydramatic Division for 240000 rifles at a ceiling price of 54 million. They probe whether speed and capacity outweighed cost and accuse the Army of potential bias toward large firms. The issue is to be reviewed by a House subcommittee led by Chairman Richard Schord.
Fifteen miners trapped in a flooded West Virginia mine were rescued after five days underground. The first survivor emerged at 5:20 a.m. to the cheers of family and friends, while relatives of ten others mourned their presumed deaths.
Evacuated miners streamed from the shaft as officials and relatives shouted questions. Elwood ODell led the group out, others followed in quick succession, with some remaining behind after ambu lances arrived. A woman clung to a miner who diverted up a slope beyond barriers.
Dr. Lee B. Todd of Quinwood examined each man before ambulances carried the released workers home. Officials planned hospital observation for Summersville and Richwood but chose safety in place as pumps resumed draining to reach the remaining 10 men at a lower level.
The platform drafts aim to reduce local tax burdens and shift more school costs to the state while supporting tax sharing and more efficient governance. It suggests annual legislative sessions, state takeover of local education costs, and a broad reorganization of bureaus and departments. It also calls for peace with honor in Vietnam and restraint of domestic unrest, with a revenue plan described as paying bills as we go.

The Poor People's Campaign continued its Southern leg despite housing issues in Macon Georgia and will camp in Savannah under a permit for 3000 people. Washington will host Resurrection City in a park near the Washington Monument, with a five week permit and federal funds sought.
In Omaha 1,600 Democrats heard Hubert Humphrey and Robert Kennedy speak at a fund raising dinner. Kennedy left for Mitchell S C while Humphrey stayed, drawing louder applause though not on any official primary ballot. Local boosters touted possible write in votes for Humphrey though campaigns deny involvement.
