Johnson Announces Major Changes In Draft System
President Johnson told Congress he will order younger men drafted first by a lottery system as part of a broad Selective Service overhaul. He seeks a four year extension, ends most deferments for graduates, but delays final student deferment decisions. The plan, named FAIR, would draft 19 year olds by lot starting not later than 1969, with reserve enlistment priority for those 18 to 18 and a half.
