Biddeford Finance Committee Delays School Requisitions
At City Building last night the Biddeford Finance Committee discussed school board refusals to sign requisitions without finance panel approval. The five-member committee stressed need for line-item budgets and more detail on payments, noting no budget specifics have been available for two months as the school department seeks mayoral sign-off.

Powell Ousted From House Faces Uncertain Return
The House voted 307 to 116 to oust Adam Clayton Powell amid a censure and loss of seniority, while Powell, vacationing at a Bahamian retreat, might challenge the action in federal court. A special election is planned within two months, with Powell expected to seek his Harlem seat again. Civil rights leaders condemned the move and Powell's district voters vowed support.

Johnson Says Kosygin Ready to Discuss Limiting Arms Spread
President Johnson announced personal confirmation from Premier Kosygin that the Soviet Union is willing to begin discussions in Moscow with the United States on possible limits to the spread of offensive and defensive missiles. Ambassador Thompson will represent the U.S. in the talks, with aims to curb the arms race and later discuss course of action with allies. Johnson noted uncertainty on timing but pressed for earliest possible start and referenced a 1961 Taylor memo on Vietnam policy. He also declined to comment on Rep Powell’s unseating and said he has seen no reason to reopen the Kennedy Warren Commission inquiry.

An Augusta based House bill would set a master plan for school consolidation guiding the State Board of Education. About 80 district groupings would be listed, with Lewiston Portland and others spared only if isolated. Other bills seek private school loans and a post high school vocational loan fund.
