Communist Viet Cong forces overran Tou Marong district town and a command post near Duc Hoa in separate attacks. In Saigon area fighting left 44 Vietnamese infantrymen dead and 40 wounded. Balking Officer Sentenced for Refusal to Join Viet Nam Unit

Lt. Richard B. Steinke, 27, Milwaukee, was sentenced to dismissal and forfeiture of all pay for refusing a counter guerrilla unit in South Vietnam. He faced up to five years in prison. The West Point graduate said the war was not worth a life and refused a transfer from B team to an A team at Camp Gia Vac. The court found him sane but with an adjustment problem. Proceedings can be reviewed by Lt. Gen. Albert Watson II and the Military Court of Appeals.
