Water and electricity were cut off, leaving most of the complex dark and vacated, with only a few renters remaining. The owner Raymond Stone says he lost $40 000 last summer due to publicity from a state police gaming raid. Foreclosure filings against Terra Mar Development Corp. allege Stone fell behind on mortgage payments.
