Maine Governor's hiring moratorium power outlined by attorney general
Atty. Gen. Joseph Brennan says Maine governor can urge state agencies to freeze hiring, but compliance is discretionary and a moratorium requires extraordinary circumstances. If Finance and Administration certifies insufficient funds, the governor and Executive Council may curtail allotments to force cuts. Brennan's opinion follows a moratorium committee’s voluntary earlier efforts and addresses concerns from Rep. Hennessey and Rep. Goodwin over Pineland Center staffing.
