POW Personnel Are Listed
A New England area list of war prisoners and missing servicemen is compiled from the Committee of Liaison With Families of Service men Detained in Vietnam and other sources including Hanoi radio. The four party Joint Military Commission in Saigon will have 3300 personnel with seven regional teams to deter violations and report findings, while unresolved disputes go to the International Commission. Canadian observers doubt real enforcement powers, expecting public reports to sway opinion as in the failed 1954 ICC.

Peace plan outlines Laos Cambodia withdrawal and cease fire
Washington and Hanoi reveal a 12 page peace package to be signed Saturday in Paris before the Vietnam cease fire at 7 p.m. EST. It calls for the withdrawal of North Vietnamese and other troops from Laos and Cambodia and sets up a four power control force of 1160 in South Vietnam. The accord envisions an international conference with China and the Soviet Union among participants to ensure the plan’s success. It affirms South Vietnam’s right to self determination and sets up a National Council of National Reconciliation with equal representation for Saigon, the Viet Cong and neutral parties. The demilitarized zone is deemed provisional. The process allows internal matters to be settled within 90 days after the cease fire.
