It cites a 11 percent vacancy in 1969 dropping to 3.7 percent rental and 1.8 percent sale in 1970, a 35 units added in a decade, and 286 needy families facing high rents. It urges a housing authority and federal programs to aid low income elderly and families earning under 10 000 a year.
