Aid Bill Faces Long Session and Delayed Adjournment
House Democratic leader Carl Albert warned there would be no adjournment until aid legislation passes. The 88th Congress starts January 7, with a contentious foreign aid bill over private credit insurance for shipments to Communist countries. A compromise allows credit for national interest with reports to Congress within 30 days. If Rules sends the bill to the floor, a 24 hour layover may apply unless two thirds vote to proceed. Senate leader Mike Mansfield suspended most business, pledging no action this week unless House acts, while vowing to seek compromise with Everett Dirksen for final action.
