A severe cold wave chilled the eastern two thirds of the nation with record low temperatures for the date. Snow covered northern regions from the Rockies to New England and more wintry weather was forecast with little immediate relief.
In Moscow Foreign Minister Andrei Gromyko told the Supreme Soviet that the Soviet Union is ready to improve U S Soviet ties after John F Kennedy takes office. He urged a return to the Roosevelt era in U S Soviet relations while blaming the Eisenhower Nixon administration for the current strain and the failed Paris summit.
Four New Orleans banks released long frozen school funds and the city school board began processing checks to reach teachers at two integrated schools before Christmas. The money will also cover salary payments to 44 administrative, supervisory and clerical staff and allow payment to vendors, with about a million dollars released. The board will also pay contractors for construction and renovation work already completed.
Washington AP says a November rise in the consumer price index to 127.4 from 127.3, driven by higher food costs, movie prices, and hospitalization insurance. About 225,000 workers will see cost-of-living wage boosts, mainly in meat packing and aircraft missile industries, with two-cent hourly raises. After-tax earnings for production workers with three dependents fell 23 cents weekly to 80.95, and the overall factory wage power slipped about 0.5 percent.
The city of Biddeford announces the inauguration of Mayor Clement Deschambault and his Democratic ticket for January 1 at 10 30 a m in the council chambers. The City Council must meet at 10 a m and ceremonies follow. Deschambault defeated Republican John Xaphes. The first day of the year falls on Sunday.
Lancaster report on Christmas Eve vigil by a couple who believe animal talk at midnight brings omens for the new year. Farmers rely on barn rituals and the dew moistened hay to protect stock, while bread offerings outside are part of the lore in this regional observance.
Portland reports extreme cold as a cold wave grips the state. Rumford recorded 18 below, Greenville 16 below, Millinocket 8 below, with further subzero readings at Augusta and Limestone. Forecasters expect continued frigid weather through Friday night into Saturday with light snow flurries and a gradual warmup later Saturday.
In New York Truman accuses MacArthur of wanting to drop atomic bombs on China and Siberia during the Korean War. MacArthur calls the claim false, stating atomic bombing was never discussed. The men were in New York as Truman spent holidays with relatives.
