Defense Secretary Robert S. McNamara, ending consul tations on South Viet Nams war, expressed optimism on progress for 1964 after meetings with the ruling junta led by Maj. Gen. Bitter Cold Grips Much Of Nation No Relief Seen
Arctic cold gripped the nation from the Rockies to New England with no relief in sight. Western New York recovered from a crippling snowstorm that stranded hundreds of motorists as schools opened but travel remained hazardous. The pre winter siege of cold and heavy snow blamed for at least 22 deaths across the Midwest. Temperatures plunged to 35 below at Bemidji Minnesota and 26 below at International Falls. Adirondack readings reached 23 below at Wanakena and 20 below at Boonville Watertown and Bismarck. Northern Florida stayed near freezing as Buffalo awoke to 3 above. The storm crippled Buffalo area travel, sent convoys along the State Thruway and left zero visibility in many locales. Further cold moved south toward the lower Mississippi Valley with no broad warmup anticipated.
