The Senate Appropriations Committee approved $3.2995 billion in new overseas aid, more than the House's $2.8017 billion, and dropped a House amendment on private grain financing with Communist bloc sales. Senate leaders hoped to push action before Christmas recess, while negotiations may trim further.
Washington reports the 1963 Christmas mailings may not surpass the 10 billion pieces handled in 1962. Postal officials link the shortfall to national mourning after President Kennedy’s assassination, with December mail volumes about 2.5 percent below year-earlier levels and regions outside Chicago underperforming. About 6.5 billion pieces moved so far this month. The Post Office also notes strong prospect for the 1963 Christmas five cent stamp with over two billion planned.
The U N General Assembly closed its 18th session in New York after a three month meet ing marked by a lull in the cold war and rising African campaigns against segregation and colonialis m.
