United Nations action tensions and Congo crisis overshadow local politics as Saco Mayor Charles R. Cote endorses a new school referendum at GAR hall. Cote argues federal aid will aid construction and promote industrial growth, listing local aldermanic candidates present.
The city council moved more than $80,000 to three teachers colleges to cover rising enrollments. Washington State Teachers College in Machias received $35,250, Aroostook State Teachers College $24,200, and Farrington State Teachers College $20,725.
In Portland an offer promises a free four faced clock that has run almost perfectly for 72 years. The catch asks for space to install a 10 by 12 foot glass house, a 40 foot drop for a 1,500 pound weight, and weekly effort to crank and lift the weight 133 times.
Washington The Navy today announced a pay raise for about 15 600 civilian workers at the Boston Massachusetts and Portsmouth New Hampshire Navy yards. The increases take effect early after December 20 and average about 5 cents an hour or 2 percent at Boston and 5 cents per hour or 2.3 percent at Portsmouth. Massachusetts members of Congress were told the raise would affect about 9 00 workers at Boston and 7 700 at Portsmouth.
In Leopoldville Lumumba supporters in Oriental Province threatened to kill an unspecified number of Belgian hostages unless Patrice Lumumba is freed. Bernard Salumu, Stanleyville regime head, vows arrests and sabotage of Belgian interests if no release within 48 hours. UN moves to protect about 2000 whites in the province.
In Algiers riot police clash with thousands as Charles de Gaulle tours for home rule in Algeria. Oran units move to quell marches while a Front for French Algeria call for a general strike disrupts major cities. He insists on a six day persuasion tour despite deadly demonstrations.
Conrad Binette of Biddeford was named chairman of the joint committee of the Biddeford school administrative unit. Mrs. Robert W. Cole Jr. of Dayton was named secretary. Present superintendent Paul Larrabee will retire July 1, 1961, and several applications for the post have been filed. An additional meeting will study the applications further.
In New Orleans an anonymous gift of funds relieved a legislative squeeze on two schools that admitted four Black students. Officials expect continued resistance to rescinding a ban on bank lending to the New Orleans School Board. The boycott around William Frantz and McDonogh No. 19 schools tightens, with mixed attendance and protests as workers receive overdue pay.
The Saco school referendum proposes a 20 year bond issue to fund a fully equipped new school costing about 400000 with 301000 for the building and 90000 for facilities. Interest at 4 percent would add roughly 28000 annually, with Burns annex funds shifting 20000 yearly to the new project and total tax impact under one mill. Federal aid could cut city costs by as much as 45 percent if available.
A 150 strong anti Castro insurgent group was said to be fighting Cuban forces in central Cuba after a new landing near Corralillo on the north coast. Reports from Matanzas say clashes occurred over two days with militiamen and troops, while a separate airliner hijack attempt near Cienfuegos ended with a crash landing and rebels captured. The Cuban government dismissed the insurgent reports as rumors.
The governor and council commuted the Rev. Arthur R. MacDougall Jr. from 10 to 20 years to 4 to 8 years, making parole possible in late 1962. The Congregationalist minister from Bingham had been sentenced for statutory rape of a 13 year old Embden girl in 1958.
Red kerchiefed paratroopers led by Capt. Kong Le took control of Vientiane in a bloodless coup. Premier Souvanna Phouma remained in the royal palace as Kong Le’s forces surrounded key sites. Kouprasith Aphay’s anti Communist troops clashed briefly at Camp Chinaimo before being bottled up.
The National Council of Churches with 40 million members backs layman J Irwin Miller for president and calls on New Orleans and Louisiana to align policies with Christian conscience. It urges denominations to recognize each other’s ministries and work toward a united church through shared missions and common ministries.
