President elect Nixon confronts inflation and a Congress under opposing control. Analysts warn a winding path lies ahead with a possible recession risk, budget pressures, and debates over extending the surtax, tax reform, and stimulative tax cuts to spur growth while preserving full employment.
The Army will release about 20,000 National Guardsmen and reservists from active duty about five months early and replace them with draft calls, aiming to maintain readiness. About half will retire by Oct 31 next year and the rest by Dec 15, 1996, with an estimated 3000 new draftees monthly to fill spaces left by demobilized personnel.
Maryland Governor Spiro Agnew warned he will stay controversial as vice president and urged an era of renaissance for state governments through block grants. He called for reform of federal aid and a federal legislative state executive committee to give governors a voice in when Congress acts on budgets and programs. Governors, led by Nelson Rockefeller, pressed Nixon on block grants and a streamlined aid system during the conference in Palm Springs ahead of Nixon's arrival.
Photographer Dang Van Phuoc, a Vietnamese speaker with The Hat ed Press, acted as translator for U S Marines near Da Nang during Operation Meade River. Three North Vietnamese trapped in a bunker refused to exit, asking fearfully if they would be shot. He advised them to come out with hands up and no weapons.
