Biddeford voters will decide next Monday on a referendum to create a Civil Service Commission for the city fire department. The measure requires a turnout at least 20 percent of governor ballots from 1960, with the act establishing a three member commission to oversee appointments and exams and to set standards for fire department personnel. The proposal, supported with little opposition, includes terms, vacancies, and eligibility rules, and would place the question on a separate ballot from municipal races.
