Czech Soviet Talks Drag On In Moscow Stalemate
Czechoslovak and Soviet talks continued into the afternoon with no agreement to end the crisis. Prague sources denied reports of an end to talks and said there was hope for a deal recognizing liberal leaders in exchange for a temporary Soviet occupation. Svoboda and other liberal leaders were to return to Prague, with Dubcek reportedly captured by Soviet troops. Seven of eleven presidium members joined the Moscow discussions as more officials arrived. Church bells and sirens across Czechoslovakia protested the invasion for 15 minutes. The U.N. Security Council debated the crisis, while Romania urged guarantees from the Soviets.
