Hanoi Holds Out For Talks In Cambodia
The Hanoi government insists Cambodia be the site for initial peace talks to end the Vietnam war. North Vietnamese sources in Phnom Penh say Cambodia’s willingness makes Phnom Penh the preferred venue, with Hanoi proposing Phnom Penh or any mutually agreed location in Asia. The United States has no relations with Cambodia and cites communications as a hurdle. Controversy over site blocks talks as Hanoi seeks only to halt air and sea attacks before broader negotiations. President Johnson has sent another message to Hanoi as discussions on alternate venues continue. South Korean and RoK forces express concern over the move toward negotiations.
