The Santa Biddeford bill carrying the Caron emergency measure increasing the Biddeford city property ownership limit to 5 million was passed yesterday in the Maine House of Representatives at Augusta. The tie 59 59 vote became 60 59 in favor, and the bill now goes to the Senate for approval or rejection.
Portland AP reports Maine flood forecaster Charles Chibka sees no serious flooding on major rivers after a violent rainstorm last night. He cautions predictions depend on upstream ice jams not forming. open water in lower reaches suggests manageable rises despite up to two inches of rain and 40 mph winds.
Biddeford PTA officers were elected at a high school meeting with Raymond Kenneally chosen as president and officers including Mrs Fernando Kearen vice president Mrs Louis Spill secretary and Rev Mark McCullough treasurer. The group will be installed May 7 and annual reports will be submitted.
Elizabeth Taylor and Eddie Fisher plan a private wedding likely on May 11 in Nevada. Debbie Reynolds agrees to a quick Nevada divorce to enable the marriage. Liz expresses gratitude and jokes about happiness as Fisher performs at the Tropicana amid six weeks of two shows nightly.

Old Orchard Beach country club will open for the season Saturday as the nine hole course dries enough for play on temporary greens and tees. The club is managed by James V. Neithercut and owned by Arthur Dickson of Old Orchard Beach.
Biddeford will pay close to $3,000 more in county taxes this year than last year. The bill shows $46,754 due versus $43,990 previously, an increase of $2,864 caused by a mill rate rise from 95 to 97 and a higher valuation. The state raised the city valuation from $46.2 million to $49.2 million, then lowered it to $48.2 million after a protest. a further $500,000 cut was refused.
The Rochambeau club elected officers last night in Biddeford. Joseph Larose was re elected president with Leo Paul Belanger as vice president and Raymond Belanger as secretary. Other officers include Albert Gaulin treasurer Roland Paquin collector Paul Gagnon sports captain Lorenzo Huot and Paul Gregoire lieutenants of sports. Installation of officers set for Saturday April 25 with the auxiliary Dames Dochambeau.
The Textile Workers union led by Michael Schoonjans says the Pepperell Manufacturing contract will expire at midnight April 15 after the union voted to terminate. About 2,500 workers in Biddeford and Lewiston are affected as delegates across New England and the Mid Atlantic met in New York to push for a 10 percent wage or fringe benefit increase. On March 13 Pepperell officials met with Local 305 delegates from Biddeford and the Lewiston plant, with Victor Canzano presenting demands. Brady, speaking for Biddeford, said the union proposals would be considered.
Washington AP The Army long ago ditched cavalry but answered 11 year old Philip Pesman of Madera California with old fashioned horse sense. Brig Gen Frank S Henry advised two fixes a double bridle with curb and snaffle and the other to steer the horse by pulling the rein on one side to coax a slower return home from the field. Henry notes the 19 year old horse may resist new tricks but believes either method can slow the ride home.
Lt Col Charles Platt Jr of Brooklyn was cleared of charges for bumping six enlisted men from a Tachikawa Tokyo flight to Hawaii so his family could vacation. An investigating board blamed confusion on subordinates, noted eight vacant seats, and referred findings to commanders for possible discipline. Six servicemen on emergency leave, one man Stramski from Oklahoma, and a sister’s polio death factor are noted. Platt cancelled his trip pending action.
New Delhi confirms the Dalai Lama, Tibet's 2 percent year old god king, crossed into northeast India with a party of about 80. Prime Minister Nehru announces planned political asylum as Delhi manages the 13 day border pursuit and confirms the Lama is in good health.
Dr Oscar Creech Jr of Tulane University describes a pump acting as an outside heart and lungs to isolate a cancerous limb or region. By shutting off blood flow and circulating freshened blood, doctors can deliver strong anti cancer agents to the area for up to an hour without harming the patient. This method is applied to limbs lungs breasts and pelvis in regional cancer treatment.
In Geneva on May 11 the United States Britain France and the Soviet Union will convene a foreign ministers conference after Switzerland gave formal approval. Aimed at easing Cold War tensions the gathering follows a year of diplomatic strains between the bloc powers.
In dense fog the 14,000 ton American owned liner Atlantic struck a 40 foot high jetty guarding the Amsterdam port entrance. The vessel refloated under its own power and was guided into Amsterdam by two tugs.
