Senate Leaders Forecast Ratification Of Test Ban Pact
Washington AP Senate Democratic and Republican leaders expect defeat for amendments to the limited nuclear test ban while the pact banning all but underground tests should win ratification. Dirksen estimates 84 or 85 could vote yes. Mansfield avoids predicting final tally but expects a strong two thirds margin. An AP survey shows 61 committed or inclined to vote yes, 16 opposed, 3 undecided. Talmadge reverses, now opposing the treaty, calling it a risky military gamble. The vote fate hinges on 67 favorable votes if all 100 senators vote.
