United Nations speech proposes complete disarmament within four years with a phased partial disarmament, but warns of strict international controls and U.N. oversight. Western leaders and press react with caution, calling it propaganda or a serious but risky proposal.
Secretary of State Herter and Khrushchev each presented views on disarmament. Khrushchev urged a broad program with a control regime, while stressing that any agreement must prevent spying and allow partial steps if Western states hesitate. Five major proposals outlined include zones with inspections, atomic weapon bans, troop withdrawals, nonaggression pacts, and safeguards against surprise attack.
The speech promotes a four year path to general disarmament, with staged reductions in manpower and weaponry followed by complete liquidation, dissolution of bases, and a world international control body. It notes Soviet and Chinese forces would shrink to 30,100,000, versus Western allies, and insists on preserving veto rights in the Security Council.
In Boston, two legislators filed a bill to repeal the act that Gov. Foster Furcolo signed, which would have the state guarantee interest payments on Mt Greylock Tramway Authority bonds. Reps Mary B. Newman and James L. De Norman die warn the amendment pledging state credit for private bonds was adopted without notice amid a World War I Veterans Memorial Park bill debate.
Berkshire Trust Co of Pittsfield and Housatonic National Bank of Stockbridge plan a second cash stock merger, with 15 000 shares at 25 dollars, exchange terms for Housatonic holders, and a proposed 7 cent quarterly dividend. Approval from regulators expected. if approved, consolidation to operate under Berkshire Housatonic Trust Co with offices in Pittsfield and Stockbridge.
Chicago defeated Detroit 1 to 0 while Cleveland crushed Kansas City 11 to 2. Boston won 6 to 4 over New York as Washington edged Baltimore 5 to 3.
