London United Press International reports that Red China seeks world leadership by encircling the United States and Western Europe. Through revolutions in Asia Africa and Latin America and mass mobilization, Maoist strategy aims to submerge Western powers without a full war. The plan trims Russia as revisionist and deems U.S. power a paper tiger while forecasting decisive ground battles in any major conflict.

Johnson Seeks Answers to Baffling Crime Problems

In Washington President Johnson urged the National Crime Commission to draft a blueprint for effective action to banish crime. He asked why parolees relapse, why some break laws while others in similar situations do not, why drug addiction rises among youth, why organized crime expands, and why juvenile delinquency crosses economic lines. He pledged full government support and noted steps already taken in juvenile delinquency, drug control, and programs addressing poverty, illiteracy, discrimination, unemployment, and slums. Congress appropriated 1.1 million for the commission's 19 members.
