Local Policy on Juveniles Spreading to Rest of State
Massachusetts towns adopt a long standing policy to handle young offenders out of court where possible. Local officials say the method spreads from Boston to the rest of the state. Police Chief John J. Killeen credits cooperation among police probation officers and judges for success. Probation officers Lois Quinn and Walter E. Primmer report many youths diverted from court and steered toward guidance and reform.
