Pittsfield Housing Authority announced it would not abandon Victory Hill but would keep the land and shift FHA influence to private investors. The FHA will fund 0 percent with a 6 percent return cap, enabling two private projects while a separate garden-type plan proceeds on Dalton Division Road. Relocation duties under the 1965 act focus on aiding families, with authority limited to purchase and rehab rather than forcing moves.
