U S draft seeks ban on sea bed weapons at disarmament talks
Geneva AP The United States submitted a draft treaty to ban weapons of mass destruction from the sea bed to the 17 nation disarmament conference in response to a Soviet proposal. It calls for complete demilitarization beyond three miles, uses observation and consultation for verification, and requests a five year review conference. The plan expands area versus the Soviet 12 mile limit and adds a five year review. US delegate Adrian Fisher says the ban would cover about one million extra square miles of sea bed and warns of arms race temptations near shore. Soviet delegate Alexei Roshchin says the draft disappoints but prospects for agreement remain open.
