Washington sources report a planned 30 percent troop increase in Viet Nam, raising U S forces from about 50 600 to roughly 75 000. The expansion aims to extend defensive perimeters around air operations with no fixed future total, while a more active combat role will be decided as events unfold.
Soviet sources say Moscow nears formal recognition of the National Liberation Front as South Vietnam’s government, with the Front’s Moscow envoy granted ambassadorial status in practice though not in full diplomatic form. The Kremlin denies legal existence of Saigon. Observers cite rivalry with Red China and U.S. policy as factors.
Bonn AP Foreign Minister Gerhard Schroeder indicated West Germany could establish diplomatic relations with Communist eastern European countries. The Hallstein Doctrine has guided ties, but Germany has exchanged trade missions with Poland Romania Hungary and Bulgaria in recent years and talks are under way with Czechoslovakia.
Secretary of State Dean Rusk testified before the Senate Foreign Relations Committee that the United States remains strictly neutral in the Dominican Republic conflict. He said U S soldiers are not to fire unless ordered by proper authority and that battalion commanders hold authority to return fire.

Saigon officials called the incident a major plot to topple the government with Viet Cong and dissidents involved. Capt Huynh Tan Hung was killed as rebels were rounded up. Cal Pham Ngee Thao and Brig Gen Lam Van Phat are believed hiding. A U.S. jet was lightly damaged during the incident. Air strikes targeted Hanoi area barracks and river vessels as ground clashes occurred in provinces north of Saigon.
Senate leaders set a cloture vote for Tuesday to end debate on the voting rights bill and move toward passage late next week. A petition signed by 27 Democrats and 8 Republicans triggers the gag rule vote, with debate limited to one hour per senator after cloture. The bill aims to guarantee Negro voting rights in the South and strips discriminatory registration requirements, with federal officials to oversee procedures.
In Nevada on Friday the United States conducted a yield underground nuclear test, announced by the Atomic Energy Commission. A spokesman said it was the 12th weapons related test of the year announced by the AEC.
Amherst mass UPI Richard Cardinal Cushing and former Gov Endicott Peabody are among seven men to receive honorary degrees at the University of Massachusetts commencement on June 48 The list includes Karl Sax Louis A Webster Jerome B Wiesner Gilbert L Woodside and William Manchester The university cited outstanding contributions to state nation and education.
In Santo Domingo the civil military junta said rebel resistance in the southern suburbs was crushed. A 24 hour cease fire limited the month old civil war as Red Cross teams moved dead and wounded. The U N pressed for a 24 hour extension while the U S announced plans to begin withdrawing about 1700 troops, with a 1250 Brazilian contingent to arrive to balance the Latin American force. The UN Security Council rejected Soviet calls to condemn or demand immediate U S withdrawal.
