Vote Bill Edges Past Amendment Proposals
The Senate votes on an Ervin amendment to the voting rights bill clarifying no qualification that applies to all citizens, including literacy in English, would be invalidated. Opposing amendments by Sparkman and Prouty were defeated as leaders faced a disorganized debate and civil rights advocates protested lack of notification.

Volpe Rejects Democratic Tax Plan Hit by Legislature
Governor Volpe attacked the Democratic plan to expand Massachusetts taxes, saying it would drive industry away and fail to raise enough money. He proposed his own $215 million package and warned he may veto nonessential tax revamps while seeking real estate relief for cities and towns. The Democrats’ plan would let the tax commissioner set the income tax rate and add a surtax, reducing lawmakers' control.
