Ethics Code Is Proposed In New York
Albany The special legislative committee on ethics recommended broad reforms. It backs barring lawyer legislators from practice before the Court of Claims and many state agencies and prohibits gifts of substantial value. It also calls for full disclosure of financial interests in regulated businesses, a six member ethics commission, and disclosure of substantial interests in legislative proposals. The report follows a disclosure of legislators and spouses as guests of banks on a Bahamas cruise and a later weekend with the Insurance Federation of New York.
