Federal plan would require states to run food stamp programs
The Nixon administration proposed mandatory state participation in federal food programs for the poor with a June 30 1970 deadline. It targets 421 counties in 11 states including Texas and Missouri and seeks funding up to 3.84 billion for three years. The plan sets 30 percent income caps, expands free stamps for the neediest families, and standardizes eligibility while allowing combined food stamp and commodity distributions and formal grievance hearings.
