The Senate passed a bill authorizing 312 million dollars in U S financing for interest free 50 year loans by the International Development Association. The measure cleared 38 to 31 after a failed bid to return it to committee. The plan would have the U S subscribe 104 million annually for three years starting July 1 1945. Other members would contribute 438 million over the period. Fulbright Monroney and Mansfield led the drive for approval while Morse questioned piecemeal foreign aid efforts.

Glenn Wins a Round Party Stays Neutral
In Ohio, registered Democratic voters will decide without party endorsement between Lt. Col. John Glenn Jr. and incumbent U.S. Senator Stephen M. Young in the May 5 primary. The state’s first preprimary convention produced no endorsements, a strategic win for Glenn as delegates split 343-329, leaving Young content but without a formal boost. Glenn, fresh off orbiting the earth, remains largely out of campaigning due to Marine Corps obligations.
