CAIRO AP Leaders of 13 Arab states pledged to silence propaganda machines and focus on Israel and Zionist imperialism. They agreed to strengthen military posture and develop a program for Jordan River water amid Israel diversion plans. A second summit will be held in Alexandria in August and annually thereafter.
Washington AP France formally notified the United States of its plan to recognize Red China through normal channels. Secretary Rusk and French Ambassador Alphand discussed the issue earlier this month. US officials have conveyed a strong disapproval of the move in talks with Alphand.
President Charles de Gaulle maintains quiet stance fueling belief France will recognize Red China. Absence of public statement shifts debate from recognition to timing as world watches for a formal move or official delegation hints.
Harvard researchers report polonium found in cigarette smoke, indicating smokers inhale higher radiation than non-smokers. In Hampton Beach a wind-whip fire killed James O'Brien 31 and his daughters Kelly 7 and Deborah 5. The father leading his pregnant wife to safety moments before reentered the burning single story ranch to try to rescue the children, later found dead with the house engulfed. Mrs. O'Brien was hospitalized, pregnant and due next month.
The Green Mountain Park track in Pownal Vermont avoided a $4 000 license fee for 20 of 118 operating days in 1963 by a town vote approved by the Vermont Racing Commission The move follows a state law allowing fee reductions for days beyond 98 and came as local business activity rose The 1963 track income totaled 78 472 including 58 872 from real estate taxes and the rest from license fees Two of the three selectmen Arthur E George and Norman R Strobridge worked for the track with Mrs Mason town clerk noting the vote was unanimous
The Massachusetts Department of Public Health ordered a halt to cigarette sales at all state operated hospitals. The move is part of a four program antismoking drive announced at a news conference. The department will set up clinics and form a teen council to aid volunteers and curb teen smoking.
In the Mekong Delta today five U S servicemen were killed and three wounded in combat helicopter operations near Saigon. A turbine powered UHSA apparently exploded in air. four were killed and three wounded. One other American killed was a door gunner on a troop carrier. Total U S combat deaths reach 99. overall U S deaths from all causes total 173. Separately a Vietnamese Army company suffered heavy losses in a jungle ambush 20 miles northeast of Saigon, with six dead, 31 wounded and 39 missing after a 400 guerrilla assault near Tan Uyen.
The forecast indicates temperatures through Wednesday will average near the seasonal normal of 22 with little daily change. Light snow is possible tomorrow night and Sunday and again about Wednesday.

Lt Col John H Glen Jr, space program pioneer and first American to orbit Earth, announces candidacy for the Democratic nomination for U.S. senator from Ohio. He will face Sen. Stephen M Young in the Ohio primary on May 3, citing loyalty to Democrats and support for President Johnson's program. Glen, 42, says he plans to retire from the Marine Corps and pursue national politics.
Rep Julius Ansel praised Pittsfield General Hospital during a surprise visit. He endorsed the hospital operations and Harold L Hutchins Jr while noting cost growth is a concern. Ansel defended staff, facilities and the international training program, saying foreign students bring value and should not be charged for study.
Atty. Gen. Robert F. Kennedy met Indonesian President Sukarno in Tokyo and reached agreement that the Malaysia crisis should be settled through consultation among the involved Asian nations. A second round of talks was set for Saturday before Kennedy heads to the Philippines for talks with President Macapagal.
