Status of PHA Raises Clouded by Varied Reports

Pittsfield housing leaders face the City Council as conflicting reports emerge about state approval for top administrator pay hikes. Public statements differ on whether the Department of Community Affairs verbally approved a 3000 dollar raise for Executive Director Arthur C. McGill and a 15 percent raise for his secretary, while an 1800 dollar raise for Assistant Director William E. Flynn is said to rely on local funds. HUD and local groups contest the process, noting a December 24 letter approving raises but stressing pay alignment with other agencies. Opponents seek a council recommendation to deny state authorization.
